Approach Control Charges
Charges for approach control are included in landing charges.
Route air navigation charges
General Civil Aviation Authority levies en-route navigation service charges.
An en-route charge will be payable by the owner or operator of the aircraft concerned in respect of each flight carried out whether in whole or in part within the UAE FIR, in accordance with authorised procedures.
A flight is defined as the complete process of take-off, journey en-route and subsequent landing.

Scale of charges for air navigation services
Aircraft transiting the UAE FIR without landing will be charged for each flight in accordance with the following table.
Charges for Transit without landing
An Aircraft entering the UAE FIR and landing at an airport within the FIR will be charged for each flight in accordance with the following table. A similar charge will be made on leaving the FIR. Any additional sectors withing the FIR will be charged a flat rate of USD 10 per flight irrespective of the size of aircraft.

- An aircraft of weight category a) enters the FIR and lands at Dubai. Charge : USD 65.50
- The smae aircraft leaves Dubai and lands at Abu Dhabi. Charge : USD 10.00
- The same aircraft leaves Abu Dhabi and lands at Dubai. Charge : USD 10.00
- The same aircraft departs Dubai and leaves the FIR. Charge : USD 65.50

En-route navigation service charge will not be levied in respect of flights carried out by:
- Aircraft of His Highness, The President of the UAE and Their Highnesses, the Rulers of the UAE Emirates.
- Diplomatic aircraft provided that they are not on reciprocal basis.
- GCC military aircraft on condition of reciprocal basis.
- Military aircraft of the following countries provided these countries continue to exempt UAE military aircraft on a reciprocal basis. Kingdom of Morocco.
- Republic of Sudan.
- Hashemite Kingdom of Jordan.
- Islamic Republic of Pakistan.
- Kingdom of Spain.
- Aircraft providing search and rescue services free of charge.
- Aircraft on training flights and flying club aircraft being operated within the normal scope of flying club activities.
- Private aircraft operated for pleasure purposes.
- Aircraft exempted according to international agreements special agreements.
- Aircraft that depart and are later forced to make an emergency landing due to technical malfunction.
- Overflying aircraft that land for unforeseen technical reasons or due to military intervention.
- Aircraft of the Red Cross or Red Crescent.
- Aircraft that are exempted by the order of the Minister of Defence UAE.
- Aircraft owned or hired by any government Ministries or Government Departments in that provided they are not used for profit making projects.
- Aircraft arriving for the purpose of carrying out necessary checks of air navigation equipment at all UAE airports.
Invoices are prepared monthly and mailed to operators. Invoices are payable by the following methods:
- Bank telegraphic transfer to the GCAA account (preferred method) or,
- US Dollar bankers draft drawn on a bank in the United States of America.
Payments terms and conditions are specified on the invoice.
Temporary flight permits are issued for a maximum period of 30 days and do not entitle the aircraft to be utilized for revenue purposes. The following conditions are to be met with
- The aircraft shall be registered with an ICAO contracting state requiring compliance with standards established in ICAO annexes.
- Approved flight crew holding valid licences issued by the state of registry shall operate the aircraft.
- A government agency or UAE company holding a valid trade license issued by the Emirate where operations are to be conducted shall sponsor the demonstration flight.
- Passengers or third parties shall properly insure the aircraft against claims.
Applications for temporary flight permits shall be forwarded to reach the General Civil Aviation Authority a minimum of 10 days in advance of the proposed demonstration the following documentation is required:
- A Letter stating...
- The Emirate in which the aircraft is to be demonstrated,
- the name and the address, including local contact number, of the demonstration team leader responsible for the operation of the aircraft,
- The name, address and telephone number of the owner/ operator of the aircraft in the state of registry.
- Photocopies of the licence of flight crew requiring Approval.
- A letter from the local sponsor indicating that the Aircraft will be temporarily based and the requested dates of the flight demonstration.

Conditions of navigation in the UAE FIR for Military, State, VIP state Flights.
All foreign military, state or VIP aircraft intending to overfly UAE airspace or land at any of the UAE airfields have to obtain prior permission (Diplomatic Clearance) through the Ministry of Foreign Affairs. Requests must be recieved at least two weeks in advance except in case of emergency where a minimum of 72 hours warning is required.
Applications for clearance should be made to the Ministry of Foreign Affairs UAE through the normal diplomatic channels.

All requests should include :
- raft type, registration and call sign.
- Captain's name, details of crew and nationalitities.
- Purpose of flight.
- Cargo and passenger details.
- Whether or not armament and/or cameras carried and details of dangerous cargo, if any.
- Altitude and aircraft speed.
- Route.
- Time and place of entry into UAE airspace.
- ETA at landing airport in UAE.
- Destination.
In the case of overflight:
- Date, time and point of entry into UAE airspace.
- Route.
- Date, time and point of exit form UAE airspace.
