Entry Transit

Applicable ICAO documents
National regulations and practices concerning facilitation of international air transport are in place at Dubai International Airport, as far as possible in accordance with the provison set forth in the standards and recommended practices of Annex 9 to the Convention on International Civil Aviation. Any significant differences are reflected in the regulations and procedures.

General
The requirements for entry and departure of aircraft engaged in international flights, and the standard procedure for clearance of these aircraft at all international airports, are given for the information and guidance of operators conducting international flights.

Civil aircraft on international flights
All flights into, from or over the territory of Dubai and landings in such territory shall be carried out in accordance with the valid regulations of Dubai regarding Civil Aviation.

Aircraft landing in or departing from the territory of Dubai must land at or finally depart from an international airport.

Scheduled flights
Traffic stops in the territory of Dubai.For all regular international scheduled flights into or transit across Dubai, operated by foreign airlines, the following will have to be compiled with:

The airline must have been designated persuant to the provisions of the International Air Services Transit Agreeement or the International Air Transport Agreement, provided that the state in which the airline is registered is a contracting party to either or both agreements.

The airline must have been designated persuant to a bilateral or multilateral agreement signed by H.H. The Ruler of Dubai or his designate and the state in which the aircraft is registered.

The airline must have a permit to operate into or in transit across Dubai. Application for such permits shall be submitted to:

Non-traffic operations over/into Dubai by aircraft of ICAO states
Aircraft registed in ICAO states and operated by an airline of any contracting state may overfly, or make non-traffic stops in the territory of Dubai without prior permission.

Non-traffic operations over/into Dubai by aircraft of non-ICAO states
An airline registered in a state which is not a signatory to the Chicago Conventions, requiring to overfly, or make non-traffic stops in the territory of Dubai must hold a valid operating permit issued by the government of the United Arab Emirates.

Documentary requirements for clearance of aircraft
It is necessary that the under mentionned aircraft documents be submitted by the airline operators for clearance on entry and departure of their aircraft to and from Dubai. One copy of the general declaration must be signed by the pilot-in-command, or an authorised agent. All documents listed below must follow the ICAO standard format as set forth in the relevant appendices to Annex 9, to be furnished in English and completed in legible handwriting. No visas are required in connection with such documents.

Public health measures applied to aircraft
No public health measures are required to be carried out in respect of aircraft entering Dubai.
Non-scheduled Rights
Traffic stops in territory of Dubai
Operators intending to carry out non-scheduled fights into the territory of Dubai for the purpose of taking on or descharging passengers, cargo or mail, shall apply to:

For permission to carry out such operations one must give at least two clear workingdays notice before the intended date of arrival or departure.
The application must include the following information in the order shown here under:

(a) name of the operator.
(b) type of aircraft and registration marks.
(c) data and time of the intended arrival at and departure from Dubai
(d) duration of stay in Dubai
(e) place or places of embarkation and/or disembarkation abroad as the case may be, of passengers and/or freight.
(f) purpose of the flight and number of passengers and/or nature and the amount of freight
(g) name, address and businesss of the charterer.

Private flights by aircraft registered in ICAO states
Operators are required to advice the intended duration of stay in Dubai in item 18 of the Standard ICAO flight plan

Private flights by aircraft registered in non-ICAO states
Same as for non-scheduled flights.
Documentary requirements for clearance of aircraft is the same as for scheduled flights.

Military, state, VIP state flights
Documentary requirements for clearance of aircraft are the same as for scheduled flights.
Immigration
Entry, transit and departure of passengers and crew

Immigration requirements - Arriving passengers

Persons of most nationalities who hold valid passports and onward tickets with confirmed reservations for the continuation of their journey may be issued, on the arrival in Dubai, with a visitors visa valid for a period of 7 days only. This visa must be sponsored by a person legally resident in Dubai who may obtain the visa on the vistor's behalf, on presentation of his passport to the airport immigration authorities.

Such visas will not be extended or converted.
Persons wishing to enter Dubai for longer than 7 days must either hold a valid visa issued by a United Arab Emirates Embassy overseas or an entry permit obtained on their behalf, by a person legally resident in Dubai from the central Immigration Department, Dubai. Holders of such entry permits will be entitled to receive visas on arrival in Dubai.

Immigration requirements - transit passengers
No documents or visas are required of passengers arriving and departing on the samethrough flight or transferring to another flight at the same or a nearby airport.

Immigration Requirements - Departing passengers
On departure all passengers must complete the embarkation card and produce their passports for inspection.

Immigration Requirements - Crew
A flight crew member on scheduled services who retains his license in his possession when embarking or disembarking, remains at the airport where the aircraft has stopped or within the confines of the cities adjacent thereto, and departs on the same aircraft or on his next regularly scheduled flight out of Dubai. Crew member license or certificate is accepted in lieu of passport or visa for temporary admission into Dubai. This provision is also applicable if the crew member enters Dubai by other means of transport for the purpose of joining an aircraft.

Customs

Entry, transit and departure of cargo
Customs requirements concerning cargo and other articles Imports
(a) The following document is required for the clearance of goods through customs:
(1) Consignment note/airway bill.
(b) All air cargo shipments are free of consular formalities and charges.

Transhipment
(a) No documents are required for air cargo simply being transhipped from one flight to another at the same airport under customs supervision.
(b) No clearance documents are required with respect to goods retained on board an aircraft for carriage onward to a destination outside Dubai.

Exports
Upon exportation no documents are required for the clearance of shipment to be exported by air.

Agricultural quarantine regulations

Arrivals Nil.
Transit Nil.
Departure Nil.

Public Health
Public health requirements
Only a valid smallpox vaccination certifcate must be presented, except when arriving from an area believed by the WHO as being infected with plague, yellow fever, cholera, typhus or relapsing fever, then the appropriate valid vaccination certificate also has to be presented.

Public health requirements - departure
Health formalitites are not required for departure.
